Bill Lower offers 25 years of diverse environmental engineering and public policy experience in the private sector, government, and academia. In his role as Vice President of Environmental and Governmental Affairs, Bill is responsible for environmental planning and assessment for HHA projects. He also manages the company’s federal, state, and local government relations.
Bill graduated from the University of Delaware in 1981 with companion Bachelor’s degrees in civil/environmental engineering and pre-law. Bill has applied his skills in environmental engineering, strategic planning, institutional advancement, and public policy management to positions with DuPont Company, U.S. Department of Energy, Harvey & Harvey, The Texas Public Policy Foundation, and Harvey, Hanna, & Associates, Inc.
Bill has received numerous special awards and honors throughout his career, including a DuPont Environmental Excellence Award (1992) and Environmental Citizen of the Year Honor from the Delaware League of Local Governments (1998). Bill served as the Chair of the Federal Legislative Task Force for the Environmental Industries Association in the mid-1990s. His leadership has extended to service on the Boards of Directors of the Delaware Center for Horticulture, the Texas Public Policy Foundation, and the Minnesota Independent School Forum.
A native of Wilmington and Rehoboth Beach, Delaware, Bill and his wife, Julie, have two sons.
